Dear Dr. Cicerone:

The Energy Policy Act of 2005 (EPAct), Section 972, authorizes U.S. participation in ITER, and directs the Department, in consultation with the Fusion Energy Sciences Advisory Committee (FESAC), to develop a plan for the participation of U.S. scientists in ITER. Additionally, Section 972 (c)(4)(B) of EPAct specifically directs the Department of Energy to request a review of the plan by the National Academy of Sciences.


On behalf of the Secretary of the Energy, I have enclosed a plan titled “Planning for U.S. Community Participation in the ITER Program” prepared by the U.S. Burning Plasma Organization under the guidance of the Office of Fusion Energy Sciences. This plan was discussed by the FESAC at its meeting on June 1, 2006. The FESAC review and endorsement of the plan is enclosed.
