SECTION VI--GUIDANCE FOR IMPLEMENTATION OF THE AASHTO STRATEGIC HIGHWAY SAFETY PLAN Implementation Step 9: Establish Foundations for Implementing the Program General Description Once approved, some "groundwork" is often necessary to establish a foundation for carrying out the selected program. This is somewhat similar to what was done in Step 4. It must now be done in greater detail and scope for the specific program being implemented. As in Step 4, specific policies and guidelines must be developed, organizational and institutional arrangements must be initiated, and an infrastructure must be created for the program. The business plan or action plan provides the basis (Step 7) for this. Once again, the degree of complexity required will vary with the scope and size of the program, as well as the number of agencies involved. Specific Elements 1.
