4 Workshops, Symposia, Meetings of Experts, and Other Special Projects

In 2012, the Space Studies Board (SSB) printed one workshop report and convened one workshop.

THE EFFECTS OF SOLAR VARIABILITY ON EARTH’S CLIMATE

The Effects of Solar Variability on Earth’s Climate workshop, held on September 8-9, 2011, in Boulder, Colorado, was open to the public and about 50 scientists attended the event each day. Sessions included “The Sun—Past and Present” and “The Sun-Climate Connection, Parts 1 and 2."

In 2012, a draft of the workshop summary report was completed in the first quarter and review was completed during the second quarter. After National Research Council approval and editing, the prepublication version of The Effects of Solar Variability on Earth’s Climate: A Workshop Report was delivered to the National Science Foundation and NASA on September 13, publically released on September 19, and printed in November. The Overview of the workshop report is reprinted in Chapter 5.

LESSONS LEARNED IN DECADAL PLANNING IN SPACE SCIENCE: A WORKSHOP

The 2012 workshop Lessons Learned in Decadal Planning in Space Science, held on November 12-13 in Irvine, California, was hosted by the SSB in collaboration with the Board on Physics and Astronomy. This workshop reviewed and discussed key aspects of the most recent NRC decadal surveys in space science—solar and space physics (2012), planetary science (2011), astronomy and astrophysics (2010), and Earth science and applications from space (2007)—with the goal of identifying lessons learned and best practices. The workshop brought together a variety of stakeholders in the space community who are impacted by and/or are responsible for the formulation and implementation of the decadal surveys. In addition to focusing on the decadal surveys, the workshop also afforded an opportunity to discuss the recent mid-decade reviews. The workshop participants from government and the research community engaged in a dialog that identified ideas for the future evolution of the decadal survey and mid-decade review processes by examining closely how the recent surveys were executed and are being implemented. A report summarizing the discussions and dialog that took place at the workshop is being prepared and is expected to be released in Spring of 2013.

The original charter of the Space Science Board was established in June 1958, 3 months before the National Aeronautics and Space Administration (NASA) opened its doors. The Space Science Board and its successor, the Space Studies Board (SSB), have provided expert external and independent scientific and programmatic advice to NASA on a continuous basis from NASA's inception until the present. The SSB has also provided such advice to other executive branch agencies, including the National Oceanic and Atmospheric Administration (NOAA), the National Science Foundation (NSF), the U.S. Geological Survey (USGS), the Department of Defense, as well as to Congress.

Space Studies Board Annual Report 2012 covers a message from the chair of the SSB, Charles F. Kennel. This report also explains the origins of the Space Science Board, how the Space Studies Board functions today, the SSB's collaboration with other National Research Council units, assures the quality of the SSB reports, acknowledges the audience and sponsors, and expresses the necessity to enhance the outreach and improve dissemination of SSB reports.

This report will be relevant to a full range of government audiences in civilian space research - including NASA, NSF, NOAA, USGS, and the Department of Energy, as well members of the SSB, policy makers, and researchers.
