PREFACE During the 1964 meeting of the National Research Council, March 8-10, a plenary session was devoted to a discussion of the developing relations between Government and science. Par- ticipants were: The Honorable George P. Miller, Chairman of the House Committee on Science and Astronautics; The Honorable Emilio Q. Daddario, Chairman of the Subcommittee on Science, Research, and Development of the Committee on Science and Astronautics; The Honorable Jeffery Cohelan, member of the Subcommittee on Research, Development, and Radiation of the House Armed Services Committee; and Micah H. Naftalin, Deputy Staff Director and Counsel of the Select Committee on Government Research of the House of Representatives. Dr. Frederick Seitz, President of the National Academy of Sciences and Chairman of the Research Council, presided.
