Mr. Ziegler pointed out that MSAT is called a selection and analysis tool since its initial focus is making programmatic or research decisions based on the data sets available in a robust and timely way. MSAT has a wide approach to application, modeling, resource management, process approval, and improvement.

The traditional work flow paradigm is to execute a task, collect and extract data, return a bigger data set, and pair it with separately recorded information about the process.
