Governing Board members are drawn from the councils of the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine. The report is the result of work conducted by an independent panel appointed by the Committee on Science, Engineering, and Public Policy (COSEPUP), which has authorized its release to the public. The panel members responsible for the report were chosen for their expertise, with regard for appropriate balance.
