Biographical Sketches of Committee Members and Staff

J. PAUL HILE, Chairman, is President of and a Senior Consultant with Phoenix Regulatory Associates, Ltd. From October 1986 to April 1991, he was Director of the Regulatory Affairs Division, Hazelton Corporation. From 1958 to 1986, Paul worked for the Food and Drug Administration in several positions, serving as Associate Commissioner for Regulatory Affairs from 1976 to 1986. Paul is the recipient of many honors from the Food and Drug Administration and the Public Health Service, and is the Editor-in-Chief of Regulatory Affairs. He is a member of the Regulatory Affairs Professionals Society, Institute of Food Technologists, Association of Food and Drug Officials, and Association of Official Analytical Chemists. He holds a B.S. in agriculture from Colorado State University.

MARY HESLIN, Vice Chairman, is Principal Officer of Heslin Consulting and was formerly Commissioner of Consumer Protection for the State of Connecticut from 1975 to 1991. Mary has also served as Deputy Mayor of the City of Hartford and a member of the Hartford City Council. She is a member of the Executive Board of Women Executives in State Government and is past president of the Association of Food and Drug Officials and the National Association of Consumer Agency Administrators. She has received numerous awards, most recently the 1991 Harvey Wiley Award, from the Association of Food and Drug Officials, and has published extensively on consumer protection issues. She holds a B.A. in English from the University of Connecticut and an M.A. in history from Trinity College.

SANDRA O. ARCHIBALD is Assistant Professor of Agricultural Economics at the Food Research Institute, Stanford University. Dr. Archibald is on the board of the Morrison Institute for Population and Resources at Stanford

and was previously Economic Director for the Rockefeller Commission for Critical Choices. She has served as a consultant to the National Research Council's Board on Agriculture, the Environmental Protection Agency, and the Department of Interior; she has also advised government agencies on food safety and environmental policy. Sandra has published extensively on agriculture, food safety, and toxicology issues. She holds B.A. and M.A. degrees in public policy from the University of California at Berkeley and M.S. and Ph.D. degrees in agricultural economics from the University of California at Davis.

MARSHA N. COHEN is Professor of Law at Hastings College of the Law, University of California, San Francisco, where she has taught since 1976. Ms. Cohen has served as Staff Attorney and Consultant to Consumers Union of United States, Inc. She was a member of the Health, Education and Welfare Secretary's Review Panel on New Drug Regulation, and has served as Vice President and President of the California State Board of Pharmacy. Marsha holds a B.A. from Smith College and a J.D. from Harvard Law School.

JOHN W. ERDMAN, Jr., is Professor of Food Science and Professor of Nutrition in Internal Medicine at the University of Illinois at Urbana, where he has been on the faculty since 1975. Dr. Erdman is currently Director of the Division of Nutritional Sciences at Illinois. John has served on the editorial boards of a number of food science and nutrition journals, including the Journal of Nutrition, for which he is currently Associate Editor. He has received numerous awards and honors. John currently serves on the Institute of Medicine's Food and Nutrition Board and the Committee on Opportunities in the Nutrition and Food Sciences; he is also a member of the Subcommittee on Bioavailability of Nutrients of the Committee on Animal Nutrition of the National Research Council's Board on Agriculture. He holds B.S., M.S., M.Phil., and Ph.D. degrees in food science from Rutgers University.

JESSE F. GREGORY III is Professor and Acting Chair of the Food Science and Human Nutrition Department at the University of Florida, where he has been on the faculty since 1977. He is involved in teaching and research concerning food chemistry, food analysis, and the nutritional quality of foods. His research deals mainly with chemical, analytical, and nutritional aspects of vitamin B6 and folic acid, with current emphasis on improving our understanding of the bioavailability of these vitamins. He has published extensively in the fields of food science and nutrition. Dr. Gregory has received several awards for research including the 1983 Samuel Cate Prescott Award for Research from the Institute of Food Technologists. He serves on

the Editorial Boards of Nutrition Reviews and the Journal of Nutrition. He holds B.S. and M.S. degrees in food science from Cornell University and a Ph.D. in food science and nutrition from Michigan State University.

TIMOTHY M. HAMMONDS is Senior Vice President of the Food Marketing Institute (FMI) in Washington, D.C., where he is responsible for FMI's research and education programs—pharmacy services, international, and industry relations. He also serves as Co-editor of the professional journal Agribusiness. Prior to joining FMI, Dr. Hammonds was Vice President for Research for the Super Market Institute in Chicago and visiting staff economist for the National Association of Food Chains in Washington, D.C. He previously served on the faculty of the Department of Agricultural Economics at Oregon State University. Tim holds a B.S., an M.B.A., and a Ph.D. degree in agricultural economics from Cornell University.

ALVIN J. LORMAN is a partner in the law firm of Akin, Gump, Hauer & Feld in Washington, D.C., practicing in all areas of food and drug law. He has been a Partner and Of Counsel to several Washington law firms and was a Law Clerk for Judge Leonard Braman of the Superior Court of the District of Columbia. Mr. Lorman was the author of Food Standards and the Quest for Healthier Foods, a commissioned paper for the Food and Nutrition Board/Institute of Medicine report, Nutrition Labeling: Issues and Directions for the 1990s. He holds a B.A. from Long Island University, an M.A. from Ohio State University, and a J.D. from the University of Virginia School of Law, where he served on the Virginia Law Review.

WALTER H. MEYER was Associate Director for Food Products Development with the Procter & Gamble Company from 1948 until his retirement in 1987. Since then, he has been a consultant to the food industry on food labeling and safety issues. He has served as chairman or member of a variety of food industry technical committees or advisory groups throughout his career. Mr. Meyer was a member of the National Academy of Sciences food industry liaison panel, the American Health Foundation food industry liaison panel, and the U.S. industry group serving the Codex Alimentarius Commission. He holds a B.S. in chemical engineering from Michigan State University.

PATRICIA McGRATH MORRIS is Director of Research at Public Voice for Food and Health Policy in Washington, D.C., where she has been on the staff since 1988. She recently published Lean on Labels: A Survey of Meat and Poultry Products in Today's Marketplace and Blinded by ''Lite": How

Consumers View Food Labeling Claims. Ms. Morris was founder and co-owner of Forlenza-McGrath Associates, a radio news service firm for members of Congress and political candidates. Patty holds a B.A. from Trinity College and an M.S. in nutrition from Cornell University.

LAURA S. SIMS is Dean of the College of Human Ecology at the University of Maryland at College Park. Prior to this appointment, she was Administrator of the Human Nutrition Information Service at the U.S. Department of Agriculture (USDA). Before joining USDA, Laura was Professor of Nutrition in Public Health and Senior Research Associate in the Institute of Policy Research and Evaluation at Pennsylvania State University. Dr. Sims has served as Editor of the Journal of Nutrition Education and Chair of the Council on Research of the American Dietetic Association. Laura holds a B.S. in nutrition and family studies from Pennsylvania State University, an M.P.H. in nutrition from the University of Michigan, and a Ph.D. in Nutrition from Michigan State University.

BAILUS WALKER, Jr., is Dean of the College of Public Health at the Health Sciences Center of the University of Oklahoma, Oklahoma City. Before moving to Oklahoma, he was Professor of Public Health Policy at the State University of New York at Albany. Dr. Walker was the first non-physician to be appointed Commissioner of Public Health in Massachusetts, Chairman of the Massachusetts State Board of Health, and Michigan State Director of Public Health. Bailus is a member of the Institute of Medicine, has served on several IOM committees, and is a past president of the American Public Health Association. He holds a B.S. in biology and chemistry from Kentucky University, an M.P.H. in occupational and environmental health from the University of Michigan, and a Ph.D. in occupational and environmental health from the University of Minnesota.

NANCY S. WELLMAN is Professor in the Department of Dietetics and Nutrition, College of Health, Florida International University, in Miami. Prior to joining the faculty, she was the Nutrition Division Director and Adjunct Assistant Professor for the Department of Pediatrics at the University of Miami Mailman Center for Child Development. Dr. Wellman, a registered dietitian, is a past President of the 62,000-member American Dietetic Association. She holds a B.S. in home economics education from the State University College of New York at Buffalo, an M.S. in nutrition from Columbia University's Institute of Nutrition, and a Ph.D. in education from the University of Miami.

DONNA V. PORTER is Project Director of the Committee on State Food Labeling. She is a Specialist in Life Sciences at the Congressional Research Service (CRS) of the Library of Congress in Washington, D.C., where she has worked since 1980. Dr. Porter served as project director for the 1990 study by the Committee on the Nutrition Components of Food Labeling which issued Nutrition Labeling: Issues and Directions for the 1990s, for which she received the FDA Commissioner's Special Citation Award in 1991. Prior to joining the Library, Donna was a Fellow at the National Nutrition Consortium in Washington and a Congressional Science Fellow assigned to the Science Policy Research Division of CRS. She holds a B.S. in food and nutrition from the State University of New York at Plattsburgh, and a Ph.D. in human nutrition with a minor in political science from the Ohio State University.

ROBERT O. EARL is a Staff Officer with the Food and Nutrition Board (FNB) working with the Committee on State Food Labeling and on other FNB studies. He was previously Staff Officer for the study by the Committee on the Nutrition Components of Food Labeling, which issued Nutrition Labeling: Issues and Directions for the 1990s. Prior to joining the Institute of Medicine, Mr. Earl was Administrator of Government Affairs for the American Dietetic Association in Washington, D.C., covering food, nutrition, and health issues. Previously, Bob was statewide nutrition consultant for adult health, chronic disease, and health promotion programs with the Texas Department of Health. He holds a B.S. in human nutrition from the University of Michigan, an M.P.H. in public health nutrition from the University of North Carolina at Chapel Hill, and has begun working on a doctorate at the Institute for Public Policy at George Mason University, Fairfax, Virginia.

BARBARA L. MATOS is Project Assistant of the Committee on State Food Labeling. She was previously Project Assistant for Food and Nutrition Board studies by the Committee on Evaluation of the Safety of Fishery Products and the Committee on Evaluation of USDA Streamlined Inspection System for Cattle. Prior to joining the Institute of Medicine, Mrs. Matos was Educational Programs Coordinator at the American College of Radiology in Reston, Virginia, and Administrator of the Cancer Education Office of the University of Rochester Cancer Center. She holds a B.S. in sociology and an M.S. in health professions education from the University of Rochester.

The Nutrition Labeling and Education Act of 1990 (NLEA) changed the existing regulatory framework for food labeling requirements that was shared among federal, state, and local levels of government. In addition to creating a system of mandatory nutrition labeling for foods, NLEA provided a schedule for the preemption of state and local labeling requirements that were not identical to federal provisions. Six provisions were not to be preempted until a study on the adequacy of the federal implementation of those provisions was completed.

Food Labeling is the result of that study. It presents recommendations concerning the Food and Drug Administration's implementation of the six provisions that were studied, suggestions for the future disposition of relevant state and local food labeling requirements, and views on the continuing importance of the working relationship among the various levels of government in assuring that consumers are protected from misleading label information.
