PART III Toward an Improved Delivery System In Chapters 7 through 9, the panel considers various approaches to system improvement. In Chapter 7, we compare quality control activities in the student financial aid programs with those found in other "similar" systems, such as welfare programs and private finan- cial institutions. Our discussion in Chapter ~ centers on the Depart- ment of Education's Institutional Quality Control Pilot Project, an experiment aimed at improving the quality of institutional activities. In Chapter 9, we consider the expected effects on system quality resulting from changes legislated by the 1992 Reauthorization of the Higher Education Act and propose further initiatives for the Depart- ment of Education and Congress to consider that will lead to system improvement. 125

Federal financial aid for postsecondary education students involves both large expenditures and a complex distribution system. The accuracy of the needs-based award process and the system of accountability required of the 8,000 institutional participants are the focus of this book. It assesses the current measures of system quality and possible alternatives, such as a total quality management approach. The analysis covers steps to eliminate sources of error—by reducing the complexity of the application form, for example.
