The panel acknowledges the assistance of Philip Fulton, associate director of the Department of Transportation's Bureau of Transportation Statistics, and George V. Wickstrom, a transportation planning consultant in Kensington, Maryland, for their assistance in preparing this appendix. Dr. Fulton prepared materials on the history of transportation data in the census and the use of census data to meet federal legislative requirements. Mr. Wickstrom coordinated the survey of state transportation and metropolitan planning agencies of their use of census data for their programs.
