economic analysis presented in Chapter 3 shows that the cost savings from maintaining this legacy code alone are sufficient to justify the recommended $15 million annual investment in Ada. But even further, as discussed in the business-case analysis, the investment provides DOD with a key competitive advantage in warfighting software to more completely achieve its objective of military information dominance.
