estimates are important, no clear statements in the report distinguish between systematic and between-county uncertainties. It is likely that within-county uncertainties produce a significant portion of overall uncertainty in thyroid dose, which means that the level of detail presented (county estimates, rather than estimates over much broader regions) is probably inappropriate.
