Each agency was required to submit by September 1997 strategic plans that outlined the agency's mission statement, goals and objectives, and strategies it would use to achieve them. The first annual performance plans were due when the President submitted the 1998 budget to Congress and were to include measures that the agency would use to gauge performance toward meeting those goals, and the resources to be used in doing so.
