Combined federal obligations for computer science and electrical engineering research climbed from just under $1 billion to $1.7 billion between 1976 and 1995, growing from 5 percent to almost 7 percent of the federal research budget. Several other fields, such as biology and physics, have historically maintained higher levels of federal investment than computer science and electrical engineering, although growth in physics research funding slowed after the mid-1980s (Figure 3.3).
