ANNUAL COST ESTIMATES *: YEARS 1 through 12
Year 1: Planning Phase In the first year the National Scholars Coordinating Council would be appointed and staff support would be put in place. During this planning period, the Council would oversee development of the program guidelines that would be facilitated by two planning conferences. A small number of planning grants would be awarded to potential consortium applicants. We suggest that three applicants be selected to implement pilot program consortiums. Years 2 and 3: Pilot Program Year 2: Three pilot consortiums would be established. Each new consortium would admit freshmen, sophomore, and junior students. In the following year, only freshmen would be new entrants, although "late bloomers" and community college transfers would be eligible for admission. The council would solicit and review applications and then select six additional sites to be funded. In addition, the design of a national data base would be completed with input from the consortium sites.
Year 3: Preliminary information gained from the early experiences of the pilot consortiums would be incorporated into program guidelines preparatory to the selection and establishment of additional consortiums. Activities of the council would be expanded to include facilitating movement among consortiums for entering graduate students and technical assistance. The first annual National Scholars conference will be held.

Years 4 through 7: Phase-In Year 4: Three pilot consortiums would enroll freshmen through first-year doctoral students. Six new consortiums are established.
Year 5: Nine consortiums continue. Six new consortiums are established.

Year 9: The consortia continue.
Year 10: The consortia continue.
Year 11: The consortia continue.
Year 12: The consortia continue and reach steady state with a full complement of undergraduate and graduate students in 21 consortiums.
