An Assessment of the NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY PROGRAMS: Fiscal Year 1994 Appendix C Abridged Statement of Work Review technical programs of the National Institute of Standards and Technology (NIST) with respect to needs of U.S. scientific and technological communities. Make reports to NIST Director and brief the Visiting Committee on Advanced Technology, apprising them of the balance and general effectiveness of the programs of NIST and of its laboratories and making recommendations and suggestions with regard to the following questions: Do research plans address critical technical issues within the scope of the mission of NIST and its laboratories? Is work appropriate and effective in reaching objectives? Is planning adequate for the near and long term? Is research at the state of the art? Are technical approach and methodology appropriate? Are available equipment and facilities adequate? Are staff skills and expertise optimum for the work? Is dissemination of technical results to scientists, industry, and the general public optimal? Assist NIST in examining emerging technologies expected to require research in metrology and in order to keep abreast of its mission and additional legislative assignments. Such areas include process and quality control, technology transfer, engineering databases, high-performance composites, advanced ceramics, fiber optics, microwave metrology, bioprocess engineering, and advanced computing concepts.
