To support this, we need the data. The challenge is to document how the ATP affects the economy, and by how much. The challenge is to do so in a rigorous and credible way that will satisfy the requirements of the public policy makers in Congress and the administration. Our goal in this workshop is to address those measurement and assessment issues. How can we best assess the ATP? What data do we need to do that? How can we get the data we need?
