FIGURE 6-3 In the system of gears illustrated above, the large main gear and all of the components with which it meshes must be working synchronously for the system to operate. A malfunction in any one of the smaller gears can cause the entire system to malfunction. Like a system of gears, local partnerships are subject to a variety of external influences. Individually or in combination, these external influences can provide opportunities to move the partnership forward or they can bring the system to a halt, even when other components of the system are functioning properly. Several kinds of external influences on K-16 partnerships are illustrated. Those responsible for such partnerships must understand how external factors can influence their operation.
