NOTICE: The project that is the subject of this report was approved by the Governing Board of the National Research Council, whose members are drawn from the councils of the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine. The members of the committee responsible for the report were chosen for their special competences and with regard for appropriate balance. This report has been reviewed by a group other than the authors co procedures approved by a Report Review Committee of members of the according to procedures approved by a Report Review Committee consisting of members of the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine. The Institute of Medicine was chartered in 1970 by the National Academy of Sciences to enlist distinguished members of the appropriate professions in the examination of policy matters pertaining to the health of the public. In this, the Institute acts under both the Academy's 1863 congressional charter responsibility to be an adviser to the federal government and its own initiative in identifying issues of medical care, research, and education. 210 l Cons titution Avenue, N. C. 20418 This report, "Medical Technology Assessment: A Plan for a Private/Public Sector Consortium 7 '' was prepared by an Institute of Medicine committee headed by Jeremiah A. Barondess, M.D. The planning project was undertaken in response to growing concerns in both the private and public sectors expressed at a meeting convened by the Institute of Medicine in June 1982 about the lack of a coordinating entity for the assessment of medical technologies. There is presented a reasoned approach to the kind of an organization needed to foster a private/public partnership in medical technology assessment, and an outline of the functions, governance, and possible funding mechanisms of the enterprise. Many persons from each sector of interest contributed perspectives to the committeeis deliberations, and their work is greatly appreciated. The committee's recommendations constitute only a plan for an organization. The Institute's governing council as well as the similar bodies of the National Academy of Sciences and National Academy of Engineering will consider whether to implement the recommendations of the committee and, if so, in what manner. ~ ~~ Hi ma. ..
