as a sharp increase in recommendations that they be placed in SpecialEducation programs. Ms. Hernandez noted that many in the state have been advocating that changes be made to improve the coherence of the state's various testing initiatives. She noted also that data collection efforts need to be improved so that the state can better track its English-language learners, and be held accountable for their performance.
