These states provide publicly purchased vaccine to private health care providers only for Vaccines for Children eligibles.

These states provide publicly purchased vaccine to all health care providers for both the Vaccines for Children and underinsured populations. "Underinsured" is defined as those who have health insurance that does not include immunizations as a covered benefit.

A universal purchase state offers all vaccines recommended by the Advisory Committee on Immunization Practices to all health care providers to serve all patients, including those who are fully insured.
