TRB’s second Strategic Highway Research Program (SHRP 2) Report S2-C12-RR-1: Effect of Public-Private Partnerships and Nontraditional Procurement Processes on Highway Planning, Environmental Review, and Collaborative Decision Making explores the different points in the overall project development process when public-private partnership involvement can be introduced.
