TRB's Airport Cooperative Research Program (ACRP) Research Report 187: Transportation Emergency Response Application (TERA) Support Materials for Airport EOC Exercises provides tools for airport staff tasked with planning, coordinating, and facilitating a functional Emergency Operations Center (EOC) exercise.
