While there is widespread agreement that continued efforts to reduce emissions and adapt to climate change are paramount, there is growing interest in “climate intervention” or “geoengineering” approaches, including those that reduce global warming by reflecting sunlight to cool Earth. In a workshop held in September 2019, the National Academies convened experts to inform a larger study on solar geoengineering. Workshop participants discussed the governance of research at international, national, and sub-national scales and explored research governance mechanisms that might be applied to climate intervention research. This publication summarizes the presentations and discussions for the workshop.
