A-1 Appendix A Survey Questionnaire (web only) The Transportation Research Board (TRB) is preparing a synthesis on Leveraging Technology for Trans- portation Agency Workforce Development and Training. This is being done for the National Cooperative Highway Research Program (NCHRP) in cooperation with the Federal Highway Administration (FHWA). The purpose of this questionnaire is to capture information on the range of approaches and the extent to which state and local transportation agencies use information and communication technologies (ICT) in training. The results of the questionnaire will be incorporated into a synthesis of roadway agency practice, with the intent of helping agencies develop, evaluate, and improve ICT-supported training efforts. This questionnaire is being sent to state department of transportation (DOT) Training Directors and the Local Technical Assistance Program (LTAP) and Tribal Technical Assistance Program (TTAP) Center Directors. LTAP/TTAP Centers are the federally and state funded training providers for local public agen- cies. If you are not the appropriate person at your organization to complete this questionnaire, please forward it to the correct person. Please compete and submit this questionnaire by February 9, 2016. We estimate that it should take 20 minutes to complete. It is designed so you can exit and return to the questionnaire as needed. Questionnaire instructions 1. Guidance This questionnaire is specifically crafted to gather information about training that is delivered using ICT. For the purposes of this questionnaire, training refers specifically to a structured, repeatable learning expe- rience that follows a formalized plan. It may include participant materials or an exam but does not have to do so. ICT-supported training can be on any topic offered by the state or local transportation agency, including technical training (e.g., equipment operation), and soft-skill training (e.g., sexual harassment policies, timesheet completion). definitions The following definitions are used in conjunction with this questionnaire: • Computer-based Training (CBT) – training delivered on a computer via a software program; does not require an intranet/internet connection; training is completed independently according to the partici- pant’s pace and schedule.

A-2 • Information and Communication Technologies (ICT) – also known as Information Technologies, ICT is any product that will store, retrieve, manipulate, transmit, or receive information electronically in a digital form. • Learning Management System (LMS) – a software application for the administration, documentation, tracking, reporting, and delivery of training. • Mobile Training – training delivered through a mobile application via a cell or smart phone or tablet; training is completed according to the participant’s pace and schedule. • Training – a structured, repeatable learning experience that follows a formalized plan. • Video Conference Training (VCT) – training delivered through a video conferencing system; an instructor is present to facilitate instruction. • Web-based Training (WBT) – training delivered online via the Internet/intranet; training is com- pleted independently according to the participant’s pace and schedule. • Web Conference Training (WCT) – training delivered through an online web conferencing system; an instructor is present to facilitate instruction.
