Exercise Overview Supporting the guidebook are templates for conducting tabletop exercises (TTXs), functional exercises (FEs), and full-scale exercises (FSEs). The materials are based on the Department of Homeland Security’s National Exercise Program (NEP) and HSEEP. While not all airport exer- cises need to follow the HSEEP principles, any exercise conducted using federal grant funds must be HSEEP-compliant.10 All documents and presentations created to support the guidebook are fully customizable to an airport’s needs. Exercise objectives can be used as written or can be considered a starting point from which airports can develop objectives that meet their specific needs or address items they wish to evaluate. It is recommended that an exercise not contain more than five objectives in order to allow evaluators to successfully evaluate capabilities and gaps. Presentations and documents are in template form only and should be updated to include the actual exercise information. While these templates are being provided for airport use, airports do not have to use all of the materials if they do not support their needs. These are suggested items only. If an airport has exercise materials it already uses, it may continue to do so. The provided materials in this case may be used to get new ideas or to assist with planning activities.
