CRP Project HR 20-102(03) 5 C H A P T E R 2 Research Approach The research was conducted in three main tasks, along with an overall project management task. The three tasks were: 1. Baseline Development. The research team conducted a literature review and developed a series of internal white papers covering the problem spaces of technology, trucking industry, planning issues, and the combined regulatory and policy sector. 2. Stakeholder Engagement. Through webinars led by the research team, and invited roles in relevant industry meetings, the team facilitated sessions aimed at collecting a broad range of input about concerns, opportunities, and barriers. 3. Analysis and Report Generation. Stakeholder inputs were synthesized into a coherent document, and a time-phased research agenda was developed. A draft report was prepared and distributed to the project panel and a final report generated. This report has led to preparation of a separate companion document, an implementation memorandum. Baseline Development The project team conducted a literature review and inventoried over 120 documents that included research articles, research reports, industry and government presentations, and trade press articles. Stakeholder Engagement Accurately identifying stakeholder needs, priorities, and challenges is critical to the process of accelerating adoption of CV and AV technologies for trucking. Identification and understanding of the diverse freight stakeholder community was the first step toward developing an outreach plan as part of the Stakeholder Engagement task. Articulation of key topics and issues affecting this diverse stakeholder community was the next step followed by development and execution of outreach. A Stakeholder Engagement Plan was developed listing targeted outreach communities as well as the means for outreach. In total, 14 individuals were interviewed either in-person or via telephone conference call. Analysis and Report Generation The Analysis and Report Generation task synthesized the research from the Baseline Development and Stakeholder Engagement tasks into a unified roadmap for action by the different stakeholders involved in freight technology, operations, planning, and regulation. In addition to preparation of this subject report, the task also produced a memorandum focused on how to implement the recommendations made within the report.
