Appendix B

Partnerships and Peer Networks

In an effort to provide examples of partnerships and peer networks that are currently working to increase the disaster resilience of the biomedical academic research community, the committee has assembled the following list. Please note that Table B-1 is not exhaustive but rather is intended to be representative of the different types of partnerships and peer networks that exist. Additionally, the committee acknowledges that there are many informal partnerships and peer networks working to increase the disaster resilience of the academic biomedical research community, such as the University and College Continuity of Operations Consortium.1

American Association for Community Colleges (AACC) In 2008, AACC partnered with FEMA’s Citizen Corps Program to help promote and improve community emergency preparedness, disaster response training for the public, and volunteer service. According to the association’s press release, it is especially important for community colleges to partner with DHS because over 80 percent of police, fire, and EMT workers receive their credentials from these institutions. This program began in 1992 as a public–private partnership with HHS but has since evolved into a program that AVMA solely supports. Association of American Universities (AAU) AAU is an association composed of 62 public and private universities in the United States and Canada. It focuses on issues that are important to academic research institutions, such as funding for research and research policy issues. Campus Community Emergency Response Team (C-CERT) C-CERT is a network that helps carry out damage and vulnerability assessments and response operations, such as search and rescue during an emergency. Campus Safety, Health, and Environmental Management Association (CSHEMA) CSHEMA supports and educates campus-based environmental health and safety professionals. Disaster Resistant Universities (DRU) Initiative and Network DRU is an initiative that supports hazard mitigation planning at higher education institutions. While DRU initially began as a partnership between FEMA and six schools in 2000, the listserv has since grown to more than 1,400 members representing 800 institutions. Education Advisory Board (EAB) EAB is an organization that helps academic and administrative leaders identify and implement best practices at their institutions in order to address education’s top challenges. International Association of Emergency Managers Universities and Colleges Caucus (IAEM–UCC) The IAEM–UCC is a nonprofit, member-based association of emergency management practitioners from around the globe. Local emergency planning committees (LEPCs) Under the Emergency Planning and Community Right-to-Know Act, LEPCs must develop an emergency response plan, review the plan annually, and provide information about chemicals in the community to citizens. These plans are developed by LEPCs who include at a minimum: elected state and local officials; police, fire, civil defense, and public health professionals; environment, transportation, and hospital officials; facility representatives; and representatives from community groups and the media. National Veterinary Response Teams (NVRTs) As part of the National Disaster Medical System, NVRTs are the primary federal resource for the treatment of ill or injured animals that are affected by disasters. Preparedness and Emergency Response Learning Centers (PERLCs) The PERLCs are a CDC-grant-funded program that promotes collaboration between university, local, and state partners on the design, development, and delivery of local preparedness training programs. Readiness and Emergency Management for Schools (REMS) Technical Assistance Center The REMS Technical Assistance Center is a program developed by the Department of Education for K–12 schools and institutions of higher education as a hub of information, resources, training, and services in emergency operations planning. The academic biomedical research community is a hub of employment, economic productivity, and scientific progress. Academic research institutions are drivers of economic development in their local and state economies and, by extension, the national economy. Beyond the economic input that the academic biomedical research community both receives and provides, it generates knowledge that in turn affects society in myriad ways.

The United States has experienced and continues to face the threat of disasters, and, like all entities, the academic biomedical research community can be affected. Recent disasters, from hurricanes to cyber-attacks, and their consequences have shown that the investments of the federal government and of the many other entities that sponsor academic research are not uniformly secure. First and foremost, events that damage biomedical laboratories and the institutions that house them can have impacts on the safety and well-being of humans and research animals. Furthermore, disasters can affect career trajectories, scientific progress, and financial stability at the individual and institutional levels.

Strengthening the Disaster Resilience of the Academic Biomedical Research Community offers recommendations and guidance to enhance the disaster resilience of the academic biomedical research community, with a special focus on the potential actions researchers, academic research institutions, and research sponsors can take to mitigate the impact of future disasters.
