ACRP Project 03-38 (FY 2015) Task 8 Final Guidebook Understanding FAA Grant Assurance Obligations Chapter 3 236 C H A P T E R 3 R E S E A R C H I M P L E M E N T A T I O N This Guidebook and accompanying material are intended to be used as a resource or reference on a continuing basis by airport management and staff, and as needed, by airport users and tenants. Therefore, the approach to research implementation in this chapter is focused on disseminating information about the Guidebook and its content and how the research products can be used. Three approaches to dissemination of information have been identified: (1) presentations at industry conferences; (2) webinars sponsored by ACRP or industry associations; and (3) engagement of FAA in dissemination of information about the Guidebook. Section 3.1 Presentations at Industry Conferences The principal investigator previously agreed to provide a presentation on the Guidebook to the ACI-NA Legal Committee. The principal investigator will contact other ACI-NA committees and the appropriate committees or staff from AAAE with offers to make presentations at their conferences or workshops. In addition, the principal investigator’s employer, Unison Consulting, Inc.conducts an annual workshop on financing airport capital improvement programs on behalf of AAAE. Unison will consider including a presentation on the subject at its first workshop conducted after publication of the Guidebook. The presentations are not intended to be a comprehensive review of the grant assurance requirements. Rather, the presentations will focus on the nature of the information contained in the Guidebook, its organization and how the information can be accessed. A key element of the presentations will be real- time interactive demonstrations of the links and key word searchability of the documents. Section 3.2 Webinars Given the approach to presentations outlined above, webinars might be an effective means to disseminate information about the Guidebook and its usefulness. Rather than simply a slide show, the webinar would feature exercises in accessing the Guidebook and related documents and displaying features such as the links and word searchability. The process of tailoring the accompanying PowerPoint briefing presentation would also be demonstrated. ACRP has sponsored webinars in the past. AAAE and ACI-NA might also be approached about sponsoring a webinar. Section 3.3 FAA Engagement The research demonstrates that FAA staff are often the first resource selected by airport management or staff and airport users to understand grant assurance requirements. The ACRP could provide the electronic copies of the Guidebook and related material to FAA ADOs and FAA compliance specialists for further dissemination to stakeholders with questions about grant assurance requirements. In addition, some FAA regions conduct periodic airport conferences for the airports in their region and consultants who work for them. These conferences are often attended by the staff or management of airports who do not have the resources to participate in national conferences or workshops.
