54 This draft, preliminary checklist provides an initial starting point for a comprehensive sustainability checklist for airport staff to use in the context of capacity-enhancing projects. The checklist would be consulted in the early stages of planning for a capacity-enhancing project, and referred back to periodically so that sustainability measures could continue to be incorpo- rated throughout the development and implementation of the project. The list of questions is divided into the categories defined by the EONS framework. To optimize incorporation of sustainability concepts, airport personnel should answer as many applicable questions as possible in all four categories. For many of these questions, there is no “right answer,” but just by asking and considering these aspects, the project team may start thinking about the project differently, and new opportunities (and risks) may present themselves. The questions included in the checklist can also help the project team members broaden their perspective on what sustainability encompasses, and subsequently achieve their buy-in. Where to look for more information (document, person, process, meeting minutes, etc.) How will this project affect passenger or tenant retention rates? How will this project affect airport operations’ cost per passenger? Is there potential for non-aeronautical development and attracting local businesses as part of this project? Does the project planning incorporate asset management and resilience to mitigate business risk? What types of risks and hazards have been considered in the project planning and design (climate, extreme weather, security, terrorism, health, cyber, etc.)? Have resilience measures been incorporated into any new infrastructure’s asset management plan, and eventual operation? Has a method been established to track the number of jobs created as a result of this project? How does the project promote local or regional economic goals? Does or can the project create the maximum number of jobs possible? Does the project support local businesses where possible? Does the project have a disadvantaged business enterprise goal? Does the project include outreach to ensure the community is aware of potential economic benefits to be realized by the community?

Where to look for more information (document, person, process, meeting minutes, etc.) Does the project harness opportunities to reduce costs by decreasing resource usage, increasing energy efficiency, or switching to renewable energy sources? (resources could include: electricity, natural gas, water, transportation fuels, among many others) Does the project facilitate additional service offerings to enhance customer experience (such as concessions, business areas, educational displays, children play areas, etc.)? Does the project plan for effects to operations from changing demographics and new technologies? (for example, the effect of increasing use of TNCs) Does the project facilitate improved efficiency of the flow of passengers through the terminal? Does the project support increasing or optimizing airline capacity? Does the project facilitate more direct non-stop route options or additional destinations for passengers? Does the project evaluate life-cycle costs to ensure minimization of long-term operating costs? Does the project seek to mitigate any adverse effects to the passenger experience? Does the project consider options for increasing the efficiency of customers reaching the airport, such as through high occupancy transit options or roadway decongestion? Is there a mechanism in place to convey the operational efficiencies achieved by the project to customers and community members?

Where to look for more information (document, person, process, meeting minutes, etc.) Does the project incorporate alternative energy or fuels to reduce emissions? Does the project consider the airport’s generation of waste sent to landfills, and undertake measures to reduce waste and increase the airport’s rate of recycling and reuse? Does the project recycle construction and demolition waste? Are there opportunities to reuse construction and demolition waste on-site? Does the project seek to minimize the airport’s creation of chemical and hazardous waste? Does the project consider effects to stormwater quality and quantity at the airport and, if so, seek to minimize adverse effects? Does the project support human health by mitigating harmful air quality effects? Does the project support efforts to reduce the amount of GHGs released into the atmosphere from airport activities? Does the project mitigate impacts on wildlife and the immediate natural environment? Have local environmental groups been engaged in the planning of the project? Does the project incorporate communications to stakeholders and the community to increase awareness of the project’s efforts to minimize impacts on natural resources?

Where to look for more information (document, person, process, meeting minutes, etc.) Is this project part of a FAR 150 program? Will the project affect noise levels around the airport? If so, what strategies will be used to minimize noise increases and how are community members being engaged on the topic? How will the airport reflect the region or surrounding communities’ unique culture in the operation and management of the capacity-enhancing project (such as through local art, music, comedic communications displays, etc.)? Does the airport identify and prioritize stakeholders for engagement based on their issues of concern? Does the airport have active processes for garnering, listening to, and incorporating public feedback related to this initiative? Has the airport estimated the value of this project to the community or its stakeholders? Does the airport plan to undertake education and outreach about the airport’s and this project’s value to the community? How will the project impact the airport’s reputation and brand? Will this project affect employee satisfaction, retention, or workforce development and, if so, are measures in place to ensure positive benefits to employees? Are plans in place to maximize engagement of the airport community in planning and executing this project – employees, tenants, external stakeholders? Does the project affect – and ideally improve – airport diversity, in terms of traditionally underrepresented groups (e.g., inclusion of a diversity of ages, genders, disabled persons, minorities, etc.)? Does the project include communication and outreach to educate the public about the sustainability attributes of the initiative and benefits of these attributes?

The report describes additional resources and tools that provide guidance on how to select, apply, and communicate sustainability measures. The report explores how sustainability efforts often build on themselves; how lessons learned from one initiative are carried through to the next; and how this progressive learning process can enhance sustainability’s role in capacity-enhancing projects over time.

Appendix E, available separately online, is intended for an airport leadership audience and focuses on the benefits of incorporating sustainability into capacity-enhancing projects.
