71 Two surveys were conducted for this report. Section A.1 presents the content of an online screening survey, and Section A.2 lists the questions used for the in-depth survey. A.1 Screening Survey Questions The screening survey was disseminated with the online tool SurveyGizmo. This section does not preserve the online layout but documents the wording of the survey. A P P E N D I X A The Transportation Research Board (TRB) is preparing a synthesis on Integrated Transportation and Land Use Models. This is being done for the National Cooperative Highway Research Program (NCHRP), under the sponsorship of the American Association of State Highway and Transportation Officials, in cooperation with the Federal Highway Administration. We are conducting a 5-minute survey to learn about model applications. We would appreciate your participation, regardless of whether you are currently operating an integrated land use/transport model or not. 1 Agency What kind of agency do you work for? If you work for several agencies, please choose the one you are answering this questionnaire for. [Only one answer can be selected] A Municipality B County C Metropolitan Planning Organization D State government E Federal government F Other: ______________________ 2 Integrated Land Use/ Transport Modeling Does your agency operate an integrated land use/transport model? [Several answers may be selected] A Yes, we use a land use/transport model for scenario analysis B Yes, we have an operational land use/transport model, but it is currently not used for scenario analysis C We are currently developing an integrated land use/transport model D We plan to develop an integrated land use/transport model in the future E We do not operate an integrated model, nor do we plan to build one in the future [if E is selected: Jump to Question 6a] F Other: _______________________ (continued on next page)

72 Integrated Transportation and Land Use Models 4 Scenario Analysis What kind of scenarios do you analyze with your integrated land use/transport model, and what kind of scenarios are you planning to analyze with this model. [Several answers may be selected] Currently analyzed Future model application A Road infrastructure scenarios B Transit infrastructure scenarios C Pricing studies D Zoning scenarios E Environmental impact analysis F Equity analysis G Freight scenarios H Other: _________ I Other: _________ J Other: _________ 5 MPO Information [For respondents who chose D (State government) in question 1] Do you know of any MPOs or counties in your state that have an integrated land use/transport model (operational or under development)? A Yes. Please list all agencies in your state with an integrated land use/transport model: _________ B No, I am not aware of any integrated land use/transport models in my state. K PECAS L Silo M TELUM N TRANUS O Uplan P UrbanSim Q WhatIf R Other: _______________ 3 Model Type What is the name of the land use model that you are using or that you plan to implement [Several answers may be selected] A CommunityViz B CUBE Land C DELTA D DRAM/EMPAL E EnvisionTomorrow F GreenSTEP/RSPM/RPAT/EERPAT G LUSDR H I-PLACE3S I MEPLAN J MUSSA

Appendix A 73 G Our model is not capable to test all scenarios that we would like to run H It was/is challenging to have sufficient staff to operate the integrated model well I Other: ___________________ Optional: Further comments on integrated land use/transport models. You might like to comment on the agency’s experience with tools, plans for further tool development, desired policies to be addressed by tools, the overall value to process, etc.: _____________________________ Please provide your contact information in case we need to contact you for clarifications. If you prefer to remain anonymous, you may leave this page blank. Name: _______________________ Email Address: _______________________ Phone Number: ______________________ Agency: ______________________ Thank you so much for your participation. Your answers will be kept confidential. Together, the responses will be an important input for the NCHRP Synthesis Report on Integrated Transportation and Land Use Models. If you have any questions about this survey, please contact Rolf Moeckel at rolf.moeckel@tum.de or at +49.89.289.22699. 6b Closing [For respondents who did not choose E in question 2] Last, we would like to ask you what your main concerns regarding integrated land use/transport models are. [Several answers may be selected] A I do not see any substantial concerns with these models B Our model was/is too expensive to build C Our model is too expensive to maintain D Our model was/is challenging to validate well enough E We do not have access to all the input data for the land use model that we need F Our model is difficult to use for scenario analysis 6a Closing Last, we would like to ask you why you do not pursue integrated land use/transport modeling. [Several answers may be selected] A Not relevant for the kind of scenarios we need to analyze B Too expensive to build C Too expensive to maintain D There is no operational land use model that would fit our particular needs E We do not have the staff to operate an integrated model F Other: ___________________ Optional: Further comments on integrated land use/transport models: _____________________________ Please provide your contact information in case we need to contact you for clarifications Name: _______________________ Email: _______________________ Phone: ______________________

74 Integrated Transportation and Land Use Models A.2 In-Depth Survey Questions An in-depth survey was conducted with selected agencies. The questions listed below were not necessarily asked of every participant, but served as a guideline for the qualitative interview. 1 Do you use a land use model, or do you currently develop a land use model? 2 What kind of land use model are you operating/developing? What were the main data requirements for model development? 3 Why did you choose this particular model? Were there particular scenarios that you could not analyze otherwise? Or was the motivation to fully represent the land use/transport feedback cycle? 4 Tell me about the model development process: How long did it take, how many staff members were involved, did you work with the model developer, did you work with a consultant, did you conduct a survey for this model, how expensive was the model implementation? How did you calibrate the model? 5 What is the base year and which future years do you model? What is the runtime of your model for each year? Do you run the model on a desktop computer or a dedicated workstation? 6 Other models operated or under development at your agency: What kind of transport model do you operate, do you operate (or plan to develop) economic models, environmental impact models, fiscal impact models, health models, pedestrian models, etc.? 7 How does the integration between land use and transport work in your model? Traditionally, location of population and employment are fed to the transport model, and travel times are fed back from the transport model to the land use model to calculate accessibilities. Is this how your model integration works? Do you feed any other data back and forth? 8 If your land use model is operational: Tell me more about how the model is used: What kind of scenarios do you analyze, does the land use model always run or is it turned on for selected scenarios only, do you run scenarios in house or do you use consultants to run scenarios? How expensive is it to run an average scenario (in terms of data, consulting fees and staff time)? Do you make any manual adjustments to the model output before using model results (such as correcting for things the model does not understand)? Is this model used for regional level analyses, or is this model rather used for project level analysis? 9 If your land use model is operational: Do the results of the land use model facilitate decision making? Does upper management support integrated modeling? 10 What are the main lessons learned, both from model development and (if applicable) from model implementation? What are the strengths and weaknesses of your model? If you had the chance to do it all over again, what would you do differently?

TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 520: Integrated Transportation and Land Use Models presents information on how select agencies are using sketch planning models and advanced behavioral models to support decision making. The synthesis describes the performance of these models and the basic principles of land use/transport integration.
