E-1 Assembling airport stakeholders can be challenging due to the many scheduling demands placed on staff members. However, scheduling a workshop early in the process of developing a Renewable Resources Strategy can be well worth the effort and, if well executed, is an efficient use of staff time. It is important to consider realistic workshop goals and to use this open discussion format to its best effect. (For example, it is unreasonable to expect that the workshop will result in a detailed written document.) There are several key points to consider: • Respect time of senior managers: These individuals are typically very busy and junior staff may be reluctant to share new ideas in front of their senior managers. As a result, instead of inviting them to the meeting, the best use for including senior managers is to provide a brief overview of what the group will be doing and have them provide initial feedback on what will be discussed at the workshop. These individuals may also value a second touch point at the end of the workshop when the organizers can share feedback and progress from the group. • Structure the discussion: It may be tempting for staff to use workshop time to discuss griev- ances or challenges, so the organizers must keep the team on task and maintain focus on the Renewable Resources Strategy and ask questions such as, “I understand that is an issue for us, how do you think we can address it in this process?” It is also helpful to begin the workshop with a brief presentation explaining the concepts of renewable resources and the workshop goals. • List assets and liabilities: Each airport has some elements that can support renewable resources and some elements that present a barrier. An honest inventory of both is key to developing a useful strategy. This inventory can also be used as a good way to start the discus- sion after an initial presentation of the goals. Organizers should list assets and liabilities side by side, and should keep the discussion short, marking items for further discussion as needed. This will allow each attendee to fully contribute and can often lead to surprising discoveries of unused land, planned facility upgrades, funding sources, or other resources that organizers may not have considered. An example agenda for a half-day workshop is provided below, which was a good length of time for the pilot phase of this project. TRB's Airport Cooperative Research Program (ACRP) Research Report 197: Guidebook for Developing a Comprehensive Renewable Resources Strategy highlights renewable energy sources, includes steps for developing a renewable energy strategy, and identifies metrics for measuring success. The report also highlights real-world examples of successful renewable resource projects at airports.

Renewable resources to reduce emissions from airports and climate impacts have been discussed for several years. Technological advancements have allowed organizations, specifically airports, to begin integrating renewable resources into their overall energy plans. In an effort to address climate impacts and achieve neutral carbon growth by 2020, a coalition of aviation stakeholders has adopted emission reduction targets.

Airports are also seeking to become energy independent, and using renewable resources as a strategy to get there. Further, as the costs for conventional energy sources increases, renewable resources become more financially attractive. Those airports who have implemented renewable resources have been able to do so at minimal cost.

While a business case can be made for the integration of any one particular renewable resource, an airport can be more strategic by adopting an overall renewable resource strategy. The renewable resources strategy can then become an input to other airport planning documents (e.g., airport master plan, strategic plan). The success of developing the plan as well as implementation require all internal and external stakeholders are involved in the process.
