1 This guidebook provides airport planners, staff, and other stakeholders with the necessary background material, information, process, tools, and framework for developing an airport- specific renewable resources strategy. These strategies, when implemented, allow airports to evaluate renewable resource opportunities and develop a long-term plan that optimizes development of renewable resource projects and initiatives such as waste reduction, recycling, and renewable energy procurement and allows for these projects to be more smoothly integrated into existing planning processes and documents, such as airport master plans and airport layout plans. By using this guidebook, readers will better understand the technical, financial, and administrative considerations for deploying renewable resources and, by using the included tools, templates, and examples, be able to build better internal consensus and business-based cases for the use of renewable resources, while reducing staff time and costs associated with completing feasibility studies and obtaining relevant approvals to proceed with new initiatives. The guidebook was validated by a real-world process with three partner airports, each of which completed a renewable resources strategy using the guidebook. These strategies are provided as examples in Appendix C of this guidebook. This guidebook is organized into five chapters, which provide information for airports on how to develop a renewable resources strategy at their facility. • Chapter 1 reviews basic details about a variety of renewable resources that may be used to replace non-renewable resources currently in use at the airport. Chapter 1 also explains the purpose of the guidebook and provides some background and foundational reference material. • Chapter 2 outlines the steps for developing an airport renewable resources strategy. These steps are then further explained in the subsequent chapters. • Chapters 3 and 4 cover the foundation for developing a renewable resources strategy. • Chapter 5 provides information about incorporating specific project goals and metrics into the strategy. Throughout the guidebook, airport “spotlights” highlight examples of airports that have achieved success in their renewable resources projects. The following appendices provide valuable resources for airports in the process of developing their own strategies: • Renewable Resources Opportunity Identification Checklists (Appendix A), • Template of Renewable Resources Strategy Document (Appendix B), • Pilot Airport Renewable Resources Strategies (Appendix C), • Draft Scope of Work for Developing a Renewable Resources Strategy (Appendix D), and • Renewable Resources Strategy Planning Workshop Best Practices (Appendix E). TRB's Airport Cooperative Research Program (ACRP) Research Report 197: Guidebook for Developing a Comprehensive Renewable Resources Strategy highlights renewable energy sources, includes steps for developing a renewable energy strategy, and identifies metrics for measuring success. The report also highlights real-world examples of successful renewable resource projects at airports.

Renewable resources to reduce emissions from airports and climate impacts have been discussed for several years. Technological advancements have allowed organizations, specifically airports, to begin integrating renewable resources into their overall energy plans. In an effort to address climate impacts and achieve neutral carbon growth by 2020, a coalition of aviation stakeholders has adopted emission reduction targets.

Airports are also seeking to become energy independent, and using renewable resources as a strategy to get there. Further, as the costs for conventional energy sources increases, renewable resources become more financially attractive. Those airports who have implemented renewable resources have been able to do so at minimal cost.

While a business case can be made for the integration of any one particular renewable resource, an airport can be more strategic by adopting an overall renewable resource strategy. The renewable resources strategy can then become an input to other airport planning documents (e.g., airport master plan, strategic plan). The success of developing the plan as well as implementation require all internal and external stakeholders are involved in the process.
