5 1 INTRODUCTION This final report summarizes work on NCHRP Project 10-91a Sustainable Highway Construction Practices. The final product of this work, a Guidebook on Sustainable Highway Construction Practices is a separately published product. Work described in this final report are the major tasks and findings that contributed to the Guidebook content, format, and organization. The Guidebook itself is written in a succinct style that favors direct guidance over research details; the intention is for this final report to serve as a companion document to describe those details. This final report is organized as follows:  Introduction. This introduction providing the final report context.  Definitions and frameworks. Work began by creating a practical sustainability definition for highway construction and establishing frameworks to further categorize both sustainability and highway construction.  Literature review. Existing literature on sustainable highway construction practices were reviewed as a first step in establishing a state-of-the-practice.  Survey. An online industry survey on sustainable highway construction practices was administered to solicit industry opinions and knowledge, especially that of the type which may not have been formally published and identifiable in a literature review.  Interviews. Twenty-six interviews with industry personnel were conducted to further explore in-depth experiences, examples, and practices that may not be readily identifiable in the literature or short survey responses.  Workshop. An in-person one-day workshop was held with industry personnel to present initial findings and proposed Guidebook organization for industry feedback, as well as to collect further sustainable highway construction practices, suggestions, and guidance from participants.  Review and revisions. Revisions were made on Guidebook scope, organization and content based on findings to date, workshop feedback, and a consolidation of information.  Sustainable construction practices (SCP) survey. One key output from the review and revisions process was an established need for numerical metrics to accompany each SCP presented in the Guidebook. An online survey was administered to the researchers, NCHRP Panel Members, and workshop invitees to collect these metrics.  Guidebook. A succinct Guidebook intended for a highway construction industry audience was produced.  Future research needs. Areas of future research were identified based on this project’s findings.  Potential implementation directions. Potential implementation efforts were identified based on project findings and researcher expertise.

A programmatic approach to sustainable materials procurement in highway construction may be better than one-off attempts. For now, there is little guidance on procuring sustainability in highway construction and sustainability is not as important as cost or schedule.
