Interview Summary and Documentation TTI will summarize the information gathered at the inter- view and include fact-based information aggregated by state in the final research report. APPENDIX C: FOLLOW-UP INTERVIEW GUIDE This appendix provides a copy of the interview guide that researchers used to follow-up with state DOTs that provided noteworthy responses to the online survey and indicated a willingness to provide further information about the state’s practices and procedures. Researchers sent the interview guide to interviewees approximately two weeks before the inter- view. Researchers conducted interviews in-person or by video conference. Interview Guide Purpose of Interview The purpose of the follow-up interview is to confirm the results of the survey and gather additional information where appropriate. The interview will be conducted over the phone or in person, where feasible. Interview Questions The interview will focus on topics regarding the use of trans- portation facilities or rights-of-way by communications utili- ties/microcells to generate revenue or benefit for the state DOT or Toll Authority. During the interview, TTI will ask several re- lated questions, including the following, as appropriate: 1. Can you provide more detail about the type of commu- nications utilities that generate revenue or benefit for your agency? (Follow-up to Questions 1, 1.1, and 2.) 2. Can you provide more detail about the type of right-of- way that generates revenue or benefit for your agency? (Follow-up to Questions 1.2 and 2.2.) a. Are there certain types of communications utilities allowed for the type of right-of-way? 3. Can you provide additional information about the type of revenue or benefit that is produced? (Follow-up to Questions 1.3 and 2.3.) 4. Does the revenue or benefit depend on the type of com- munications utility or the type of right-of-way? 5. Can you provide additional information about the method or process used to assess the value of the right- of-way? (Follow-up to Questions 1.4, 1.4.1, 2.4, and 2.4.1.) 6. Can you describe the lesser amount or discount consid- ered? (Follow-up to Questions 1.4.3 and 2.4.2.) 7. Can you provide additional detail on the plans to revise the way you generate revenue or benefit? (Follow-up to Questions 1.5, 1.5.1, 2.5, 2.5.1, 3, and 3.1.) 8. Can you describe how the state law(s) affects the abil- ity to assess reasonable rates? (Follow-up to Questions 4 and 4.1.) 9.
