A-1 A P P E N D I X A Survey Instrument Dear ${m://FirstName}, You were identified as a contact person to participate in a Transportation Research Board project on the challenges of implementing tolling on managed lanes (NCHRP Project 20-05, Synthesis Topic 50-08 Emerging Challenges to Tolling on Managed Lanes). The survey is being conducted by the Texas A&M Transportation Institute (TTI) on behalf of the National Cooperative Highway Research Program (NCHRP), under the sponsorship of the American Association of State Highway and Transportation Officials (AASHTO) in cooperation with the Federal Highway Administration. We are sending this survey to every state Department of Transportation (DOT) throughout the United States as well as to other transportation agencies. Managed lanes are commonly defined as “designated lanes or roadways within highway rights- of-way where the flow of traffic is managed by restricting vehicle eligibility, limiting facility access, and in some cases collecting variably priced tolls.” Managed lanes include the following facility types: High-Occupancy Vehicle (HOV) lanes: A type of managed lane that primarily provides preferential access for carpools, transit vehicles, and select vehicle classes (depending on the facility). HOV lanes do not have tolling. High-Occupancy Toll (HOT) lanes: An HOV lane that also allows lower occupant vehicles (mostly single-occupant, and sometimes two-person carpools) in the lane by paying a toll. Express Toll lanes (ETL): A type of managed lane with limited points of access and egress where all or most travelers (including carpools) pay a toll. Across the nation, states and regions collectively invested over $10 billion toward priced (or tolled) managed lanes that offer travelers a choice to bypass congestion. However, the introduction of tolling has caused instances of considerable public and political backlash that challenge the implementation of priced managed lanes. Please submit only ONE survey per agency/state DOT. Please collaborate with other staff, including consultants if necessary, to answer the questions in this survey. The survey link you received can be shared with others by forwarding them the email you received requesting your participation. The survey automatically saves as a work-in-progress, so others will be able to view and edit responses as long as they are logged in with the same email address.

A-2 Emerging Challenges to Priced Managed Lanes Privacy: Although the survey asks for your name and contact information, this information will only be used by the research team to follow-up if clarification is needed on your responses. Survey results and the research publication will only identify the agency name as the respondent, not the individual. Please complete this survey, even if your state has limited or no experience with priced managed lanes. Part of this research will assess why states are not pursuing priced managed lanes. The survey should not take longer than ten minutes to complete, and it will remain open until February 22, 2019. There is a wide disparity between the goals that state departments of transportation (DOTs) have for priced managed lanes and the public assumption for those goals. The public tends to be highly skeptical of priced managed lanes because the concept is difficult to explain to a nontechnical audience.

The TRB National Cooperative Highway Research Program's NCHRP Synthesis 559: Emerging Challenges to Priced Managed Lanes provides an overview of the state of the practice of how state DOTs address challenges to implementing tolling, or pricing, on their managed lane systems.

The synthesis entailed an extensive literature review of 60 publications and over 700 online media articles, a survey distributed to all 50 state DOTs, and a sampling of six case examples that explained specific examples of how agencies addressed challenges.
