We are sending this survey to every state Department of Transportation to gauge how different states respond to various challenges related to tolled or priced managed lanes. Managed lanes are typically defined as designated lanes that restrict access for select vehicles. Types of managed lanes include high- occupancy vehicle lanes (or carpool lanes), high-occupancy toll lanes, and express toll lanes. One of the purposes of this project is to find out why states choose to pursue, and not to pursue, tolling on managed lanes.
