76 Prioritization of Public Transportation Investments: A Guide for Decision-Makers Use of MODAT The analysis data from the Section 6 demonstration of cross-modal prioritization were loaded into MODAT to help facilitate the analysis and illustrate the results. This appendix provides additional details on that process. Figure 16 through Figure 18 show the data populated in MODAT. Figure 16 shows the project list and scaled measure values for each project. Figure 17 shows the entry of objective weights. A similar screen is used to specify measure weights. Figure 18 shows the calculation of scores. The index used for prioritizing is termed “relative efficiency” and is shown on the right side of the screen. In this case, relative efficiency represents the score/cost ratio. MODAT also allows the use of Data Envelopment Analysis as an alternative approach.
