ACKNOWLEDGMENTS Research undertaken in NCHRP Project 20-34 was accomplished through the ef- forts of many talented and dedicated individuals. The project Principal Investigator was Fred R. Hanscom, P.E. of the Transportation Research Corporation (Haymarket, Vir · - gmla). The depth and breadth of consulting expertise provided by the following indi- viduals enhanced the quality of the overall project effort. Dr. Thomas Gillespie, of the University of Michigan, provided experimental design input during early phases of the research. Dr. Olga Pendleton, of Pen-Hock Statistical Consultants, guided the Sampling Plan developmental effort that was completed with critical input from Statistician, Cindy Cornell of Chaparral Systems, Inc. Dr. Dart Middleton, of Texas A&M University con- ducted the WIM reliability study. Truck weight enforcement input was provided by Mr. George Edgerton, former Deputy Chief, Enforcement Services Division, California Highway Patrol. Robyn Champion of Howard/Stein-Hudson Associates, Inc. contributed to the Glossary and the listing of alternative truck weight enforcement strategies (to be subsequently reported in Phase Il.) The primary output of this research effort is a software product, TWEET (Truck Weight Enforcement Effectiveness Tool), programmed by Michael W. GoeIzer. Pave- ment Design Consultant, Kenneth McGhee, developed the theoretical framework for the pavement detenoration portion of the software. Special thanks are due Mr. Ralph Gill- mann (and his former superior, Mr. Perry Kent) of the Federal Highway Administration who critiqued the software throughout its development.
