Finally, the panel notes on a more speculative view that detectors of high-energy neutrinos are beginning to operate. After experience has been gained with the detectors currently being installed (particularly DUMAND, NESTOR, and AMANDA), it should be possible to make a realistic proposal for a 1-km2 detector that might usher in the era of high-energy neutrino astrophysics. It would be natural and desirable if this were to be an international project.
