It is extremely important that racial and ethnic minorities be explicitly prioritized to receive the first waves of vaccine. The recommendations contained in this document do not clearly state that race and ethnicity be considered for priority vaccination. Without this clarity, white, rich people who are less at risk will receive the vaccine first.
Also meat packers are not explicitly identified as needing to receive the vaccine during early waves, but they have suffered inordinately, and should be prioritized along with healthcare workers.
