to assure the continuation of traditional uses, cultural practices, and sacred sites. These areas fall under Category V of the IUCN system (see Appendix F). The oldest national marine sanctuary in the United States, for example, was designated to protect the site where the Civil War vessel Monitor sank in 1862.
Most MPAs will be established to fulfill several of the goals described above. The purpose of this report is to examine the potential of MPAs, especially areas zoned as marine reserves, for achieving the goals of preserving biodiversity and improving fishery management.
