In Executive Order 12856,4 the Pollution Prevention Act of 1990 and the 1990 Clean Air Act Amendments were declared applicable to federal facilities.5 As a result, the Department of Defense established pollution prevention programs and set a goal of reducing hazardous waste by 50 percent by 1999 based on a 1992 baseline.6 In a recent National Research Council report,7 environmentally compatible manufacturing technologies were identified as advances that could be leveraged to meet the needs of defense manufacturing.
