September 9, 1971 An announcement was placed in the Federal Register concerning the appointment of a committee to determine whether the automobile industry is technologically capable of designing and mass-producing a reliable engine that will meet the motor vehicle emissions standards prescribed by the Clean Air Act Amendments of 1970.
