CONCLUSIONS AND NEXT STEPS 93 by aggregating multiple judgments or requiring different assessment teams to arrive at a consensus.7 Quantitative measures do not suffer from these limitations, although their objective nature can lend a false sense of credibility and validity.8 They also overlook time lags that might bias the measurements. For example, research and development departments that have the same profit-toexpenditure ratios might produce results on different time horizons.
