The universities were asked to contribute funding to the project, with the amount determined by a sliding scale that reflected the number of doctoral degrees in selected fields granted in 2003-2004 according to the National Science Foundation's Survey of Doctoral Recipients.3 Two hundred twenty-two universities chose to participate.4 Most of the data collection was carried out in late fall 2006 and spring 2007.

The questionnaire also asked the rater's familiarity with each program and provided information about the program and a reference to the program Web site.
