Mr. Buxbaum was principal investigator for a National Cooperative Highway Research Program synthesis study of key elements for publicsector decision making in public–private partnerships and was the principal investigator for a similar study funded by the University of Southern California's Keston Institute entitled "Protecting the Public Interest: The Role of Long-Term Concession Agreements for Providing Transportation Infrastructure." He led the Washington State Comprehensive Tolling Study, which examined the short-, medium-, and long-term roles that tolling could play in raising revenue and managing congestion, and a similar study for Connecticut.
