MMS Senior Technical Advisor John Cushing defined the process and path forward to address these issues as arduous and time consuming but necessary, because MMS wants to get it right from the start. MMS believes that, to the extent possible, it will be most effective to use industry-derived consensus standards as a basis for regulations and to develop a full regulatory process from this base.
