... wishes to go on record that, although he is in agreement with most of the recommendations made in this report and believes there is a great deal of useful information with which coastal erosion zone management plans should be based, he believes that such programs and plans should be a function of state governments, not the federal government, nor should the federal government mandate the inclusion of federal provisions in state programs.
