... Most of these grant programs require that either the state or the local entity contribute a certain percentage of funds to match the Federal grant. Traditionally, the Federal grant covers about 80 percent of the capital project expenses, while the remaining non-federal share of 20 percent is either matched by the state completely or partially matched by the state and the local entities.
