The Committee on the NASA Science Mission Directorate Science Plan supports SMD's efforts to formulate a more principled approach to managing its portfolio of missions and programs but has a range of concerns that translate into a set of recommendations. Because some recommendations fall into multiple categories, and some reorganization of topics and priorities is recommended, the organization of this report is somewhat different from that outlined in the committee's statement of task (in Appendix A)
